Mendy alleging serious malfeasance and abuse of office.  Mr. Sirb was sued in his personal capacity as Sirb's actions, as alleged in the lawsuit, were ultra vires and beyond the scope of his duties as an employee of the Pennsylvania State Athletic Commission.
