     <title>British Bureaucrat gets Global 'Award' for Grief Incompassion</title>

Runcorn resident Peter Robinson had installed two small solar lights alongside Sean's grave, but Tregea and Halton Borough Council want them removed, citing concerns about "Blackpool illuminations" - meaning a tawdry light show.
