Through LEED, the United States Green Building Council (USGBC) and other programs such as Energy Star and New York State Energy Research and Development Authority (NYSERDA), incentives for tax credits have been made available for this purpose.      <title>What About the New New York City Building Code? Eric Ettinger and the Ettinger Engineering Team Geared up for Changes</title>

Long in the making, the new code is already upon the local design community and being absorbed to implement the changes.  As with all change there is an adjustment period, and in light of this, the current administration has generously provided a one year grace period, starting July 1, 2008 and ending July 1, 2009 during which an option is provided to use either the existing code or the new code.
